After completing the task of receiving and restructuring enterprises, the State Capital Investment Corporation (SCIC) will focus on shifting its focus of operations to investment. On January 18, 2024, SCIC announced the implementation of the Development Strategy and Business Plan according to Decision No. 1336/QD-TTg dated November 10, 2023 of the Prime Minister. In the period of 2025-2030, SCIC will focus on investing in industries that bring high efficiency and are key and important sectors that the State is interested in. SCIC will gradually transform its operating model into a professional investment organization after 2025, and in the period of 2031-2035, SCIC will operate as a tool and channel for State investment in the economy. To achieve these goals, SCIC needs to focus on solutions to transform its operating model and innovate corporate governance, along with building a legal corridor for capital investment and business activities. This research proposal focuses on the benefits of the National Investment Fund model, analyzes the model and operations of SCIC, and proposes directions and solutions for SCIC to transform its operating model to the National Investment Fund model.Sau khi hoàn thành nhiệm vụ tiếp nhận và tái cơ cấu các doanh nghiệp, Tổng công ty Đầu tư và Kinh doanh vốn nhà nước (SCIC) sẽ tập trung chuyển đổi trọng tâm hoạt động sang đầu tư. Ngày 18/01/2024, SCIC đã công bố việc triển khai Chiến lược phát triển và Kế hoạch kinh doanh theo Quyết định số 1336/QĐ-TTg ngày 10/11/2023 của Thủ tướng Chính phủ. Giai đoạn 2025-2030, SCIC sẽ tập trung đầu tư vào các ngành mang lại hiệu quả cao và là những ngành lĩnh vực then chốt, trọng yếu mà Nhà nước quan tâm. SCIC sẽ dần chuyển đổi mô hình hoạt động thành tổ chức đầu tư chuyên nghiệp từ sau năm 2025, và trong giai đoạn 2031-2035, SCIC sẽ hoạt động như một công cụ, kênh đầu tư của Nhà nước vào nền kinh tế. Để đạt được các mục tiêu này, SCIC cần tập trung vào các giải pháp chuyển đổi mô hình hoạt động và đổi mới quản trị doanh nghiệp, cùng việc xây dựng hành lang pháp lý cho hoạt động đầu tư kinh doanh vốn. Đề xuất nghiên cứu này tập trung vào lợi ích của mô hình Quỹ đầu tư Quốc gia, phân tích mô hình và hoạt động của SCIC, đồng thời đề xuất định hướng và giải pháp để SCIC chuyển đổi mô hình hoạt động sang mô hình Quỹ đầu tư Quốc gia.
