Development plan, appoint, dismissed and use heads of department in universities are important activities in developing universities to meet educational innovation requirements. Currently, although planning for the development, appointment, dismissal, and use of heads of department in universities has been attention, there are still many limitations and inadequacies. The planning development, appointment, dismissal, and use of heads of department in universities need to be carried out in a democratic direction and approached according to the capacity framework of the heads of department in order to be able to meet the requirements of educational innovation.
