Sponge City (SPC) is a stormwater management model based on a systematic approach to source reduction, process control, and systematic treatment, while applying comprehensive engineering measures for water absorption, retention, storage, purification, reuse, and discharge into the drainage system. The objectives are to minimize urban flooding, control runoff pollution, improve the urban water environment, and restore urban water ecology. SPC is considered an effective solution to mitigate risks and reduce the impacts of flooding. However, the application of the SPC model in practice is not simple due to legal barriers and uncertain theoretical foundations. This article aims to summarize the theoretical and legal foundations related to SPC in Vietnam, providing additional bases to propose urban stormwater management solutions towards an SPC model that aligns with practical realities. sponge city.Thành phố bọt biển (SPC) là mô hình quản lý thoát nước mặt dựa trên cách tiếp cận có hệ thống về giảm thiểu nguồn, kiểm soát quá trình và xử lý có hệ thống, đồng thời áp dụng các biện pháp kỹ thuật toàn diện về hấp thụ, lưu giữ, lưu trữ, làm sạch nước, tái sử dụng nước và xả nước ra hệ thống thoát nước nhằm đạt được nhiều mục tiêu là giảm thiểu lũ lụt đô thị, kiểm soát ô nhiễm dòng chảy, cải thiện môi trường nước đô thị và phục hồi sinh thái nước đô thị. SPC đang được coi là một trong số các giải pháp hữu hiệu góp phần ngăn ngừa rủi ro cũng như giảm thiểu ảnh hưởng của lũ lụt. Tuy nhiên việc áp dụng mô hình SPC vào thực tế không hề đơn giản, bởi các rào cản về pháp lý cũng như cơ sở lý luận chưa chắc chắn. Bài viết nhằm tổng hợp các cơ sở lý luận và pháp lý liên quan đến SPC ở Việt Nam, bổ sung thêm căn cứ để đề xuất các giải pháp quản lý thoát nước mặt đô thị hướng tới mô hình SPC phù hợp với thực tiễn.
