Giáo dục công lập và giáo dục ngoài công lập là hai bộ phận tồn tại song song trong hệ thống giáo dục quốc dân Việt Nam. Phát triển giáo dục ngoài công lập là một xu thế tất yếu phù hợp với quy luật phát triển khách quan của nền giáo dục trên thế giới cũng như tại Việt Nam. Giáo dục ngoài công lập đang có sự phát triển mạnh mẽ trong bối cảnh nước ta hiện nay bởi các vai trò quan trọng như: Góp phần giảm tải áp lực tuyển sinh và phổ cập giáo dục ở các cấp học, nhất là giáo dục mầm non và tiểu học
huy động nguồn lực ngoài ngân sách cho phát triển giáo dục
thúc đẩy sự gia tăng chất lượng giáo dục
góp phần đáp ứng nhu cầu học tập của người học
góp phần xây dựng xã hội học tập và học tập suốt đời.
