Objective: to study the impact of 03/2008 and 05/2008 Circulars to the organizational structure, functions, tasks, number of medical staff of the Department of Health (DOH) and the Center of population and family planning (COPAFP)
effects of the circulars to the satisfaction of health workers (HWs) working in commune health stations (CHS). Subjects and methods: a cross-sectional descriptive study was combined qualitative research. Studied subjects: HWs was working at the medical centers at district level of Vinh Phuc province, representatives of the leaders of relevant units. The study period was from Nov 2011 to May 2012. Results: Circular 0312008 and Circular 0512008 affected satisfaction with the work of HWs worked in some district health facilities. For DOH: not clearly defined structures and functions, making difficult for DOH while implementing activities. For COPAFP: the number of HWs hasn't meet the job requirements, so human here become overloaded, affecting satisfaction with their work. For CHS: existing 03 district health establishments which had the same direction, monitoring, supervision for communal activities had affected overall satisfaction with the work of HWs at the community. Conclusion: both Circular 03/2008 and Circular 05/2008 affected organizational structure, functions, number of medical staff of the DOH, COPAFP, and affect public satisfaction with work of HWs.
