Research into the management and exploitation of marine environmental resources is important in training Natural Resources and Environment majors at Hanoi University of Natural Resources and Environment. This article researches and builds a model of the average highest sea surface in Vietnamese waters from elevation data from the Mike21 Flow Model HD model converted to the HP72 national elevation system using the Collocation algorithm least squares. The results show that the highest sea surface model built in Vietnam's waters achieved high reliability (square error ±0.023m), meeting many practical requirements as well as research work, science, and teaching for marine resource management, survey and exploitation.
