Đảng bộ, HĐND và UBND tỉnh Ninh Bình đã thể hiện quyết tâm xây dựng Ninh Bình trở thành đô thị Di sản thiên niên kỷ và tiến tới trở thành thành phố trực thuộc Trung ương vào năm 2035. Đây là mục tiêu phù hợp với tiềm năng của vùng đất cố đô Hoa Lư, đáp ứng xu thế phát triển kinh tế di sản trong bối cảnh hội nhập quốc tế. Cố đô Hoa Lư là một trong bốn vùng lõi thuộc Quần thể danh thắng Tràng An, nổi bật với hai yếu tố văn hóa và thiên nhiên, và đã được UNESCO công nhận là Di sản Văn hóa và Thiên nhiên thế giới vào năm 2014. Bà Audrey Azoulay, Tổng Giám đốc UNESCO, từng nhận xét rằng: “Khu di sản này đã kết hợp thành công giữa phát triển kinh tế và du lịch bền vững, đồng thời vẫn giữ được sự tôn trọng đối với thiên nhiên, hài hòa lợi ích cộng đồng và bảo vệ di sản”. Nghiên cứu này sẽ làm rõ một số vấn đề lý luận về đô thị di sản, du lịch đô thị
đồng thời nhận diện đặc trưng, cấu trúc và chức năng của đô thị di sản thiên niên kỷ Ninh Bình. Từ đó, đề xuất một số công cụ, giải pháp, chính sách nhằm kết hợp bảo tồn và phát triển đô thị du lịch di sản, hướng tới tăng trưởng xanh, phát triển thông minh và bền vững cho đô thị di sản đặc biệt này. phát triển đô thị thông minh bền vững.The Party Committee, People's Council, and People’s Committee of Ninh Binh province have demonstrated a strong commitment to building Ninh Binh as a Millennium Heritage City, aiming to become a centrally governed city by 2035. This objective aligns with the potential of Hoa Lu, the ancient capital, and supports the currenttrend of heritage-driven economic development in the context of global integration. Hoa Lu is one of the four core areas of the Trang An Scenic Landscape Complex, renowned for its cultural and natural significance, and recognized as a UNESCO World Cultural and Natural Heritage Site in 2014. Audrey Azoulay, Director-General of UNESCO, remarked: "This heritage site has successfully integrated economic development with sustainable tourism while maintaining respect for nature, harmonizing community benefits, and protecting heritage." This study will clarify several theoretical issues regarding heritage cities and urban tourism
at the same time, it will identify the characteristics, structure, and functions of Ninh Binh as a Millennium Heritage City. Consequently, it proposes a number of tools, solutions, and policies that integrate heritage conservation with urban tourism development, aiming for green growth, smart city development, and sustainability for this unique heritage city.
