 Autonomy is an inevitable trend to promote the development of higher education and is the way to transform the management mechanism of the higher education system from a state-run model to a state-supervised model. University autonomy focuses on four main aspects: (i) Academics
  (ii) Human resources
  (iii) Finance
  (iv) Organizational management
  and financial autonomy is the factor that plays the most important role. The implementation of the mechanism of financial autonomy and self-responsibility for universities according to regulations has created conditions for universities to be proactive in organizing professional activities and integrating management and use of financial resources with quality and operational efficiency. Granting full autonomy in a clearly defined relationship of rights and obligations to public universities is a strategic solution and a measure of the Government's management level and innovation for sustainable development and improving the quality of higher education and training in Vietnam. Accordingly, universities have had the opportunity to mobilize financial resources, contributing to improving the quality of performing professional tasks and increasing income for lecturers and employees of the university.
