This article has given a number of theoretical bases on improving the quality of human resources to contribute to clarifying the theoretical basis of human resource development in general. Through the statistics collected at the National Hospital of Obstetrics and Gynecology, analyzing and evaluating the current situation of the process of improvement the quality of social workers at the hospital, from which to find out advantages, that need to be promoted and the weaknesses needed to be overcome in order to improve the quality of the hospital’s social workers’s performance. This work is aimed to offer some major solutions to improve the performance quality of the National Hospital of Obstetrics and Gynecology’s social workers.
