Cải tạo chung cư cũ đang là một bài toán khó giải quyết cho chính quyền TP Hà Nội. Nhiều quy định, chương trình, đề án đã được ban hành nhưng cải tạo, xây dựng lại chung cư cũ chỉ đạt 1,14% so với kế hoạch. Bài viết này sẽ tìm hiểu về mong muốn của người dân về kịch bản cải tạo, xây dựng lại chung cư cũ tại Hà Nội. Điều tra khảo sát ngẫu nhiên với 129 mẫu được thực hiện tại Hà Nội nhằm thu thập ý kiến của người dân đang sinh sống tại các chung cư cũ. Số liệu phân tích với sự hỗ trợ của công cụ data analysis. Kết quả cho thấy người dân đang có sự quan tâm rất lớn cho sự thay đổi kịch bản cải tạo, xây dựng lại chung cư cũ trong thời gian tới khi các quy định liên quan được đưa vào áp dụng. Trong đó, họ quan tâm nhiều hơn cho các nội dung gồm: Chỉ tiêu quy hoạch sử dụng đất, chỉ tiêu quy hoạch kiến trúc cảnh quan và tiến độ thực hiện kịch bản cải tạo, xây dựng lại chung cư cũ. Hà Nội.Renovating old apartment buildings is a challenging issue for Hanoi's city government. Despite numerous regulations, programs, and proposals being introduced, the renovation and reconstruction of old apartments have achieved only 1.14% of the planned targets. This article explores the expectations of residents regarding scenarios for renovating and reconstructing old apartment buildings in Hanoi. A random survey of 129 samples was conducted in Hanoi to collect opinions from residents living in old apartments. Data were analyzed with the support of data analysis tools. The results indicate that residents have significant interest in revised scenarios for the renovation and reconstruction of old apartment buildings in the near future, especially as related regulations come into effect. Notably, they prioritize factors such as land use planning criteria, architectural and landscape planning criteria, and the timeline for implementing renovation and reconstruction scenarios.
