Environmental recovery and restoration after mineral exploitation involve returning the environment and ecosystems, such as soil, water, and natural landscapes, in mining areas to their original state. This process must meet environmental safety standards and regulations, serving purposes beneficial to humans. It is a mandatory responsibility for enterprises upon the completion of mineral exploitation, as stipulated by the 2010 Mineral Law and the 2020 Law on Environmental Protection. However, in recent times, many project owners have failed to undertake environmental recovery and restoration after exhausting mineral resources, neglecting their duty to hand over rehabilitated land to local authorities. Additionally, the funds deposited by businesses for environmental renovation and restoration are often insufficient for state management agencies to hire capable units to carry out the required work. To address these challenges, this study evaluates the status of environmental recovery and restoration in mineral activities and proposes solutions to enhance the effectiveness of these efforts.Việc cải tạo, phục hồi môi trường sau khai thác khoáng sản là hoạt động đưa môi trường, hệ sinh thái như đất, nước, cảnh quan thiên nhiên... tại khu vực khai thác khoáng sản về trạng thái môi trường ban đầu, đạt tiêu chuẩn, quy chuẩn về an toàn môi trường, phục vụ các mục đích có lợi cho con người. Ðây là trách nhiệm, nghĩa vụ bắt buộc đối với mỗi doanh nghiệp sau khi hết hạn khai thác mỏ khoáng sản theo quy định của Luật Khoáng sản năm 2010 và Luật BVMT năm 2020. Tuy nhiên, thời gian qua, nhiều chủ dự án sau khi khai thác hết khoáng sản đã không thực hiện cải tạo, phục hồi môi trường để bàn giao lại đất cho địa phương quản lý. Trong khi đó, số tiền ký quỹ cảo tạo, phục hồi môi trường của doanh nghiệp quá ít không đủ để cơ quan quản lý nhà nước thuê đơn vị có đủ năng lực thực hiện cải tạo, phục hồi môi trường. Vì vậy, trên cơ sở đánh giá hiện trạng cải tạo, phục hồi môi trường trong hoạt động khoáng sản, nghiên cứu này đề xuất các giải pháp nhằm tăng cường hiệu quả công tác này.
