Abstract: The term "cultural industry" has appeared in books, newspapers, and mass media in recent years, referring to industries that combine creativity, production, and commercialization of creative content. These contents are inherently intangible and cultural but are protected by copyright laws and manifested in products or services. It involves the application of technological and business advancements, using creative capacity, cultural capital, and intellectual capital as input to produce cultural products and services that meet the public's cultural consumption needs. In Vietnam, the importance of developing the cultural industry was first mentioned at the 9th Central Party Conference of the 11th Party National Congress (2014) and continues to be emphasized in the 13th Party National Congress (2021), urging the rapid development of the cultural industry.
