Chiến lược phát triển lưu vực sông Mê Kông của Chương trình Quản lý tổng hợp tài nguyên nước (IWRM-BDS) năm 2016-2020 hướng dẫn sử dụng, phát triển và bảo tồn nguồn nước cho các quốc gia thành viên của ủy hội sông Mê Kông (MRC) nhằm giải quyết các xung đột ở tiều vùng sông Mê Kông (LMB). Việc xác định các vấn đề về quản lý nguồn nước xuyên biên giới (T-SWMIs) là bước đầu tiên của dự án. Qua các cuộc khảo sát và phỏng vấn bằng phiếu, phân tích mức độ nhận định ưu tiên về T-SWMIs của các đơn vị liên quan vùng biên giới cả Việt Nam và Campuchia, chúng tôi đã đàm phán song phương để xác định T-SWMIs. Bài báo trình bày phương pháp thực hiện và xác định từng vấn đề một trongT-SWMIs trên.The Mekong River Basin Development Strategy of integrated water resources management program (IWRM-BDS) for 2016-2020 guides water utilization, development and conservation for Mekong River Commission's (MRC) Member Countries to address water conflicts in the Lower Mekong Basin (LMB). For implementation the objectives, one of its projects is the establishment and enhancement of bilateral coordination mechanism on the trans-boundary water management for two member countries have same boundary and the directly boundary region. The identification of trans-boundary water management issues (T-SWMIs) is the first step of project. Through the surveys and interviews implemented by the surveying votes and analyses of agreement and priority levels on proposed T-SWMIs for both Vietnam and Cambodia line agencies in boundary provinces of both countries, the authors have been bilaterally negotiated to initial identify the T-SWMIs. The paper presents the methodology implementation and definition of each of the T-SWMIs.
