As soon as the Provisional Government was created during the August Revolution of 1945, the city government under the Central Government was established with a particularly important position and role. This article contributes to the clarification of the problem of the organization of the city government directly under the Central Government, stating the viewpoint of choosing the government organization plan among the proposed models.Ngay khi Chính phủ lâm thời được lập ra trong Cách mạng tháng Tám năm 1945, chính quyền thành phố trực thuộc Trung ương đã được thành lập với vị trí, vai trò đặc biệt quan trọng. Bài viết này góp phần làm rõ vấn đề về tổ chức chính quyền thành phố trực thuộc Trung ương, nêu quan điểm lựa chọn phương án tổ chức chính quyền giữa các mô hình đã được đề xuất.
