During his lifetime, the humanist Ho Chi Minh always said "ultimately, all issues... are issues of living in the world and being human", thus, human rights are a significant content in Ho Chi Minh's thought. Although Ho Chi Minh did not leave any single work on human rights, his ambition to liberate human beings and his willing to bring happiness to mankind, firstly to working class were penetrated in all of his works and practical activities. Ho Chi Minh is also the founder of the development of democratic institution to guarantee human rights for the Vietnamese people. Thereby, Ho Chi Minh's thought on human rights contains theoretical and practical values.
