Rural agriculture is a sector which strongly affected by the impacts of climate change, while the development of new rural in Vietnam was priority and has been implemented comprehensively. Currently, 97.4 percent of communes with approved plan of new rural development had completed and expected to 100 percent of communes will finish this plan in 2015, however, most of these plans have not considered the potential impacts of climate change and especially these impacts have not integrated into the plan of rural agricultural production development. Although there are the requirements and guidelines for mainstreaming climate change into socioeconomic development, but mainstreaming climate change into plan of rural agricultural development at commune level is still difficult due to lack of a specific guidance. This paper presents in details the process of mainstreaming climate change into plan of rural agricultural development at commune level. The result of mainstreaming will contribute to the effective implementation of new rural development plan with the content of agriculture production development and also contribute to the mitigation of climate change impacts on agriculture at commune level.
