Development Investment Construction Joint Stock Corporation (DIC Corp) under the Ministry of Con'struction was established in 1990. After 25 years of establishment and development, DIC Corp has become a strong Corporation with the charter capital of up to VND 1,778 billion (in which the State holds 56.72 percent of the charter capital) and nearly 5,000 officers and staffs. The Corporation effectively operates in a number of fields, including investment construction of new urban areas, tourist sites, construction and installation, building material production and trading, hotel trading, tourism service supply, investment construction of infrastructure for transport works and financial investment into subsidiaries and other forms of enterprises, etc. Regarding the project investment, development and management of the Corporation, as the Corporation is concurrently the Employer of many big projects in new urban area construction field, the implementation process still consists of many shortcomings with insufficient human resource ineligible for the rising needs
and the project implementation is still time-consuming and costly, possibly resulting in investment opportunity loss. If the project management is well executed, it will better support the project development of DIC Corp in particular and will be applicable for companies under the Corporation in general, bringing in practical benefit for the whole Corporation, as well as being adaptable for all enterprises sharing the same operating field with DIC Corp. Therefore, it is crucial to work out appropriate solutions for the project under management.
