In the friendship cooperation programme between the two cities of Hai Phong and Brest (France), the project, namely "Assessment of environmental state and priority issues of integrated environmental management for the coastal area of Hai Phong" was implemented by the Institute of Marine Environment and Resources and (Vietnam) and Litoralite group including IDHESA and NASCA GEOSYSTEM (Brest - France) following the pattern of ''Bay Contract" having been developed by French scientists and managers since 1990s and successful applied in Brest and some other areas over the world. The outcomes of the project include the current environmental status (the qualities of water, soil and sediment, and air) of the coastal area of Hai Phong assessed and predicted in tendency, the structure and frame of the GIS database for integrated environment management developed. Then managerial issues in priority have been identified based on the analysis of the state of environment and consultation from French experts. The project is the. kick-off task to launch the cooperation between .lhe two cities on sustainable coastal management and development. Through implementing the project, human resource of Vietnamese implementing institutions has been strengthened with their participation in scientific seminar organized in Vietnam and France and their working for short time in French laboratories. The achievement of the cooperative project is the first step to develop the cooperative relationship between the two cities, Vietnam and France and Vietnam and European Union widely in marine and coastal environment toward sustainable management of the coastal areas of Hai Phong and Vietnam.
