Land resource is one of the most important factors of socio-economic development. In the condition of one type of land ownership in Vietnam, land belongs to entire people. This study, conducted by a research team of Vietnam Institute of Economics, is attempting to evaluate reforms on land management system and its consequences by constructing an index of land management quality (LMQ). Moreover, the study has constructed an index of public governance democratization (PGD) and examined relationship among LMQ, PGD and other determinants of LMQ. The findings show that quality of land management would be improved if there were an enhancement of democracy level of public governance. In turn, PGD index would be affected by a number of factors such as accountability, transparency and itnplementation and coverage of ordinance on grassroots democracy performance. facilitate decentralization of state 'management and encourage participation of citizens.
