The appearance of hydropower projects in Vietnam has made a large number of residents of the lake area to relocate to a new place, called resettlement. According to the guidelines and policies of the Party and the State was represented by the resolutions, decrees, decisions... have confirmed that will ensure the people's life in resettlement areas better or at least equal to where in the former. But the reality of people's lives are at stake here. Therefore, to know the real life situation of the people here how so have to assess. However, most assessments are only description or crude assessment, qualitative assessment should not really convinced with the agencies concerned. With criteria of the authors build and with assessment method will be given reliable tool for assessing the quality of life in hydropower resettlement areas or any resettlement areas. These criteria are the basis for offering practical solutions in order to stabilize the lives of people in resettlement areas and more importantly need resettlement choices more carefully, and also to promote monitoring the construction process of resettlement areas closer to people's lives really mean as the guidelines and policies of the Party and State have issued.
