Self-control of education establishments in general, and public universities in particular is one of approaches to enhance quality of education' which has been processed by many countries all around the world. In Vietnam, since 2013 The Government has promulgated materials in relevant to university self-control. Notwithstanding, there are still shortcomings existing during the execution of self-control trial of public universities in Vietnam. In the framework of this paper, we will demonstrate 4 major issues (1) Some definitions of university self-control
(2). Viewpoint and experiences on public university self-control over the world
(3) Mechanism of public university self-control in Vietnam and defined issues and (4) Some recommendations on the completion of mechanism of public university self-control in Vietnam.Tự củu cho các cơ sở giáo dục nói chung, tự chủ đại học công lập nói riêng là một trong các biện pháp để nâng cao chất lượng đào tạo đã được nhiều quốc trên thế giới thực hiện. Tại Việt Nam, từ năm 2003 Chính phủ đã ban hành các văn bản liên quan đến tự chủ đại học. Tuy nhiên, quá trình thực hiện thí điểm tự chủ đại học công lập tại Việt Nam theo các văn bản hiện hành còn nhiều vấn đề bất cập. Trong khuôn khổ bài viết, chúng tôi đề cập đến 4 vấn chính: 1) khái niệm về tự chủ đại học
2) quan điểm và kinh nghiệm tự chủ đại học công lập trên thế giới
3) cơ chế tự chủ đại học công lập tại Việt Nam và những vấn đề đặt ra
4) một số kiến nghị về hoàn thiện cơ chế tự chủ đại học công lập tại Việt Nam.
