Xác định khuôn khổ nội dung, chủ thể quản lý phát triển xã hội cũng như phương thức gắn kết các yếu tố, bộ phận cấu thành và thể chế hóa thành một mô hình quản lý phát triển xã hội hiệu quả ở cấp quốc gia.
