 There has been a fundamental shift in role of the state over the national economy in international economic integration in both capitalist countries with a market economy or socialist ones with a centrally planned economy. Vietnam is not exception. The change of the State role in three aspects is clearly noticed: increased state power in some areas because of international economic integration
  accelerating economy by taking advantage of integration opportunities and competitive advantage
  enabling development, serving society, people and businesses.
