Provisions on the principles of limiting human rights, civil rights - constitutional basic rights is one of the new progressive points of the 2013 Constitution of Vietnam. In legal science, there are a number of different views on the content of this principle. The article provides a separate explanation of the content of the principle and explains the rationale for that explanation. The point of view of this article is that this principle means that the constitutional basic right in Vietnam may be restricted by law or other legislative documents, provided that such restriction is envisaged in the law.
