In Ho Chi Minh's thought, recognizing and protecting human rights is the state's responsibility. This is also one of the important criteria to assess the quality of the state. Therefore, the Constitution must function properly, its mission is to assert national sovereignty, to acknowledge and ensure the exercise of human rights and to be a tool to bind the state to responsibility. Therefore, the continuation of Ho Chi Minh's thought about human rights means both theory and practice in the context of organizing the 2013 Constitution implementation.
