Effective public participation in formulation of legal nonnative documents is one of the conditions for improved quality, efficiency and effectiveness of legal normative documents. It is necessary and significant to develop clearly defined evaluation criteria of effective public participation in Vietnam when a number of legal nonnative documents have not met standards mainly due to absence of public participation in the formulation process.
