 The paper presents some outstanding issues in the current state budget allocation in China. That is: budget allocation based on the structure of the government system and division of responsibilities according to expenditures
  the relationship between the mechanism of division of power between the central and local levels with financial relations between levels
  structure of revenues and budget expenditure items at all levels of government. The article also addresses the issues that are being constrained in the public financial system that the Chinese State is continuing to reform.
