The study was conducted based on the secondary data in 12 provinces, cities that represent for areas all around the country which shown, number of health resources throughout the country at the time of 2010 increased 36 percent compared to 2000, in districts increased by 44 percent, and at commune health centers increased by 11 percent. In 12 studied provinces and cities, the increasing in general health human resources in 10 years is about 45.2 percent, the growth rate of human resources in districts and communes of 12 surveyed provinces and cities respectively is: 44.3 percent and 45.5 percent. After 10 years, the number of highly qualified staff in the districts and communes have increased by 40 percent and 42.8 percent for the district and 50,3 percent for the commune which were surveyed. In 2000, the rate of health professional positions all around country reached 73 percent
in 2005 was 78 percent and in 2010 rose to 87 percent. Corresponding, the rate in the provinces and cities in the study area are: 76.7 percent
