From approach to archives which were related to the Paracel Archipelago of Vietnam and promulgated by the Republic of Vietnam under Ngo Dinh Diem's rule (often referred to as the First Republic, 1955-1963), the article briefly outlines tlie management, exploitation and protection of Vietnam's sovereignty over Paracel Archipelago during the takeover of that archipelago from the French after the Geneva Agreement. Accordingly, at that stage, the Paracel Archipelago was arranged into a commune-level administrative unit by the government of the Republic of Vietnam
i.e Dinh Hai commune of Hoa Vang district, Quang Nam province. At first, the Vietnamese Marines Corps were charged with national defense and security, then the responsibility was transferred to local forces. About the social welfare activities, the government strengthened the Hoang Sa Meteorological Station established during French colonial period, constructed factories and wharfs to exploit natural resources. Those activities are solid evidence to confirm Vietnam's sovereignty over Paracel Archipelago in conformity with international public law.
