In the Red River Delta region, the structure of pharmaceutical manpower of district general hospitals was in remarkable imbalance. University pharmacists (Uph) only accounted for 15.6 percent, and secondaryschool pharmacists (Sph) made up to 74.3 percent. That indicated the ratio of Uph/Sph was about 1/5 - far lower than required by the Circular 08/2007. On the other hand, the distribution of the pharmacists of district general hospitals was roughly uneven province to province. The rate of pharmacist/doctor in district general hospitals was only 1/23, much less than stipulated in Circular 08. Especially, a large number of district general hospitals (28 hospitals) had no university pharmacists. Thus, the district general hospitals of the area, both urban and rural, were seriously short of pharmacists. To ensure the treatment and safe, appropriate, effective use of medicines in district general hospitals, to implement the Circular 08/2007 to contribute to improving people's health, a reasonable mechanism should be created to attract pharmacists to work in district hospitals of the area.
