In Vietnam, the Ta Oi ethnic group, who lives isolatedly and closedly, lives in western mountainous areas from southern Quang Tri to Thua Thien Hue province. A village (Vel) is the highest social unit, which is independent and self-governing in all aspects with their own operating system chosen by its community based on the democratic principles. Operating activities in social life, production as well as maintaining harmonious relationships among its members of the village are based on its codes that are considered as the group's customs and practices with specific provisions. Overall, it is a closed traditional society, both in economic activities and social relations with the constraints of traditional institutions, customs and practices.
