Nowadays digital library becomes a major trend in the library and information sector in the world. The application of information technology in library and information activities has strengthened the capacity in information management. This paper analyzed 3 stages in the development of library and information studies, the development from electronic library to digital library and some issues that need special attention when building a digital library, copyright issues and some difficulties while creating a digital library in Vietnam.
