Education program-oriented approach to develop educational capacity or capability approach is becoming the main trend attracting the attention of the majority of the countries and is considered as one of the best approaches to build up educational programs to meet the demands of society in the twenty-first century. Nowadays, besides conveying knowledge, shaping learners with positive, active attitude and responsibility with the family, community and society, teaching chemistry also educate students relevant skills aiming at forming and developing students' competence. This paper presents the way of teaching chemistry in line with capacity development at high school via chemistry exercises through international student assessment program (PISA).
