Defining the Party's mode of leadership toward the State in Vietnam is a theoretically complex and practically important and sensitive issue. Since the launch of the Doi moi (Renovation) process, the Party has always attached importance to and advocated for the renovation of the mode. Yet, the implementation still needs to be further improved. The points to be improved have resulted from various reasons, one of which is the over simple cognition of some on the relationship between the Party's leadership and the State's management. For the improvement, it is necessary to boost the unification of Party and State agencies that perform the same functions, and of the titles of Party secretaries with those of heads of State agencies of the same levels.
