The situation shows that the contingent of civil servants in our country at present is lacking stability, working unprofessional, not on par with the task requirements. The fact shows that many qualified civil servants and state management capacity are inadequate, knowledgeable about laws, limited administration, civil service skills as well as the ability to apply public science. n modern technology management is still awkward. The current situation of the capacity of civil servants is stagnating the state administration and limiting the country's development.
