Commune-level public employees are the core cadre performing the grassroots duties, playing an important role in performing the tasks of local economic, political and social development. This study aims to assess the situation and propose some measures to improve the quality of commune-level civil servants in Hoa Binh city, Hoa Binh province in the near future. The results show that the communal cadres in Hoa Binh province have met the number, however, the quality of the couple of jobs requires significant improvement, especially in terms of state management, professional qualifications to meet the needs of the job. Based on the assessment of the actual situation and some factors affecting the quality of commune-level civil servants, the study proposes a number of solutions to improve the quality of commune-level civil servants in Hoa Binh city, Hoa Binh province during the next period.
