Liên kết vùng (LKV) là hiện tượng xãhội tương đối phức tạp nên đòi hỏi khung lýthuyết/cách tiếp cận đa dạng. Bài viết đề xuất vàphân tích khung tiêu chí về thể chế và động cơ LKVở vùng Duyên hải Nam Trung Bộ (DHNTB). Cụ thể,tác giả sử dụng khung lý thuyết tổng hợp để vừađánh giá thể chế LKV ở vùng DHNTB vừa phân tíchđộng cơ LKV của các địa phương trong vùng. Nhằmgiải đáp được nguyên nhân vì sao hoạt động LKV ởvùng DHNTB đã được thực hiện trong thời gian dàinhưng vẫn chưa chặt chẽ và phát huy đúng vai trò.Kết quả nghiên cứu cho thấy, (1) động cơ LKV cònyếu và mang tính hình thức vì chi phí cao hơn lợi íchliên kết
(2) thể chế điều phối LKV chưa có hiệu lựcmạnh mẽ. Thông qua kết quả phân tích, bài viết đềxuất một số định hướng để thúc đẩy LKV ở vùngDHNTB trong thời gian tới.The regional integration is a relativelycomplex social phenomenon that requires a varietyof theoretical frameworks/approaches. The paperproposes and analyzes the framework for assessingthe role and level of regional integration in economicdevelopment in the South Central Coast. The resultsof the study show that the level of regionalintegration is not tight and of mere formality as thecost of regional integration is higher than thebenefits and the institution of regional coordinationhas not been effective. These result in the fact thatthe role of regional integration in promotingeconomic spillovers and enhancing competitivenessis not commensurate with expectations. Through theanalysis, the paper proposes some guidelines toenhance the role and increase the level of regionalconnectivity in the South Central Coast in thefuture.
