Technology transfer is the shortest path to technological innovation, contributing to shorten the process of industrialization and modernization. The author showed that for technology transfer activities at the local with high efficiency, one of important solution is need of closely cooperation between scientific and technological organizations. The article also highlights the situation of technology transfer at the local level in recent years and offered solutions in the future.
