 Packet schedulers are the cornerstone of any packet-switched networks as Next Generation Networks (NGN) that are based on a wide range of networking technologies and a variety of application demands. The design of packet schedulers must solve an issue of the tradeoff between various requirements such as low complexity, quality of service (QoS) guarantees and high performance. This paper proposed PWPS - a new control and compensation method for packet scheduling aiming to combine almost desired properties with a compensation technique, which enables the controlable share of common link bandwidth to desirable flows. PWPS was developed based on virtual time function, assign time stamp for packet flows similar to WF2Q+ and WF2Q-M. PWPS have new characteristics: 1) allocate buffer for active flows only, reduce calculation time to O(1og n), with n is number of active flows. 2) limit maximun
 f rate of the flows. 3) compensate service for observed flows, which was lost service during error time. For further work, we will consider performance issue and simulation for the proposed mechanism.
