Pac Nam is one of the poorest districts of Bac Kan province and also one of the 62 poorest districts in Vietnam. As of late 2008, the district had 3,026 poor households, the poverty rate was equivalent to 56.15 percent. of which the number of poor ethnic minority households accounted for 99 percent. From 2006 to now, many poverty reduction programs have beeen implemented in Pac Nam. The programs initially achieved good results and efficiency, helping people improve their lives step by step and begin reducing poverty in a sustainable way, creating a faster change faster in the material and mental life for the tribesmen in the district. To strive to implement successfully the objectives of poverty reduction during 2010-2020. Pac Nam district should continue to implement preferential policies on credit to the poor, provide medical supports for the poor, ethnic minorities and people living in particularly difficult social constraints

step up support of productive land, residential land, housing, clean water for poor households to effectively implement the project instructions on how doing business, agriculture and forestry
to be effective vocational training project for farmers and ethnic minorities
