The study applied the data collection method of reviewing of available documents to explore the current regulations on human resource development in the medical examination and treatment system in Vietnam. The study results show that the workforce-related policies have not been able to cover fully the issues of human resources in the 3 stages of working lifespan. 1) Policies related to preparation of health workforce were still limited in the issues such as the quantity and gender in recruitment, licensing and targets, subjects, and training process have not met the actual need
2) Policies on human workforce were not completed and clear enough such as subsidy for workers, the regulations and guidelines on supportive supervision, mechanisms for assessing the quality of training. Hospital regulations have been not updated appropriately according to new documents
3) Policies on attrition of health workforce were still limited: no legal documents on management of immigration and shift of health workers, policies on development of female health workers, policies on decrease of early retirement, and policies to improve working condition for older workers
there has been no nationwide statistical data on attrition of human workforce in the health sector.
