Fishermen in the Southern central coastal provinces (from Da Nang to Binh Thuan) have tradition of and rich experience in working at sea. They are key people who have been fishing offshore over the past years. Especially, in the Southern central coaster area there are Hoang Sa and Truong Sa islands. For long time, people living in this area have had an important responsibility for managing and protecting these important islands of the country. However, over the last few years, in these islands, especially in Hoang Sa islands there have been serious conflicts regarding the country's sovereignty. Therefore, protecting the country's sovereignty has become a very important duty of the whole country, at first of people living in the Southern central coastal area. There are many ways to implement this duty. However, in the current situation, the most relevant strategy is to associate offshore fishing with protection of the country's sea and islands. This paper provides discussion about this issue in the Southern central coastal provinces.
