Sector-wide approach has been investigated since 1990s and applied in many countries in the world, particularly in developing countries in Africa and Latin America when they access financial assistance sources from World Bank, ADB, DFID, SIDA, EU... This approach has been taken in some fields (healthcare service, education, agriculture, and rural development) and also applied to aid of development and maintenance of road traffic projects in rural area. However, in Vietnam, the approach is not widely used in receiving ODA for rural traffic development projects. These projects are mainly managed by central method while they are allocated throughout the country. This paper aims at analyzing experiences from some other countries and possibilities of applying the sector-wide approach to managing investment in the road traffic projects in Vietnam.
