Tuition policy reform is important today for every country including Vietnam, and it should always be addressed in conjunction with accountability related to student learning outcomes, employment and other factors, which have not been properly addressed in Vietnam. This article summarizes some trends in financing higher education in the world and the role of accountability as a core of quality culture. It also provides recommendations how to resolve current discrepancies between tuition fees and quality of training in Vietnamese universities.
