Tóm tắt

Recognizing on the one hand the crucial role of teachers in human resources training meeting the demands of the new stage of development of the country, and on the other hand the actual manifestation of teachers losing motivation in their professional activities, it is recommended in this paper to identify teacher development as a priority in the implementation of the Vietnam Human Resources Development Strategic Plan (2011-2020), and to rethink the process of teacher policy development so as to ensure an appropriate balance between what is required from teachers and what shall be able to offer to them.
