The study consists of 2,887 disabled persons over 18 years old who need rehabilitation at 14/14 wards of Hoang Mai District in 2010. The results showed that people with disabilities are a group of people with a very high incidence of diseases (100 percent), in wich the highest is the incidence of the eye diseases (69.2 percent). The rate of disability advocacy is the highest (52.7 percent). 94 percent of the disabled persons say that disability affects their lives at different levels. 82 percent of the disabled should be taken care at home when they are sick. The rate of the home carers who are the disabled's relatives is the majority (80 percent). 30.3 percent of the disable persons wish to have periodic health examinations and 30.1 percent of the disabled persons want to have rehabilitation ward at the clinic. Health care for the disabled need cooperation among all medical centers, with the ward healthcare center as the basis for the implementation of every management activity, care and rehabilitation. The disabled persons' family members, who are trained and coordinate with medical staff, are the main force.
