The author provides a brief introduction about the Decree No. 29/2012/ND-CP of the Government dated 12 April 2012 on public employee's recruitment, employment and management and analyzes 10 issues related to 12 articles of the Law on Public Employees to clarify the rationality in the implementation of public employee's recruitment, employment and management as Law on Public Employees comes into effect.
