The main content of the article is that there is a need to set up mechanisms for the People's Committees to take responsibility while renewing organization and operation of authorities at all levels. Based on regulations and rules in the Constitution and laws on mechanisms for taking responsibility by the People's Committees, the author points out some shortcomings and inadequacies and then proposes some additional contents and modifications to operating the mechanism effectively.
