 After reviewing the renewal of autonomous mechanism according to the Decree No. 43/2006/NDCP dated 25 April 2006 of the Government, the author offers 5 directions for renewing the mechanisms of autonomy and self-responsibility in public service sector, such as: mode of investment
  financial independence
  autonomy in task performance and organizational structure
  outsourcing and assigning tasks on public services supply
  and mechanisms of inspection and supervision.
