Developing high qualified labour force is one of the three important tasks in the process of human resource management. To high-school education, in order to develop the high qualified human resource, the authors focuss on the following contents: orienting the recruitment of new teachers: training and fostering the teaching staff: management of the processing. During the recent years, the education and training of Da Nang city has made a lot of efforts to promote the high qualified labour force and this gradually meets the demand of the development of education and training of the city in the integration period.
